Due to the pandemic, the court currently handles most cases virtually and only grants limited access to people who

  • Are attending an in-person court hearing
  • Have a meeting with the probation officer or a probation staff

According to the Superior Court Department record for the 2019 fiscal year, Essex County Superior Court had 1,429 criminal case entries in 2019.

Haverhill District Court

The Haverhill District Court serves Haverhill city and has jurisdiction over a wide range of criminal and civil cases. The criminal cases include felonies with a five-year maximum sentence, some categories of felonies with potential penalties above the five-year limit, all misdemeanors, violation of bylaws, etcetera. The civil cases include matters that involve $50,000 or less, or small claims involving a maximum of $7,000. The court’s jurisdiction also extends to mental health matters, housing cases, etcetera. In 2019, the court received case entries involving 2,503 defendants.

The Haverhill District Court currently conducts most of its business virtually. However, the court has a lot of specific cases that require in-person hearings. Court visits are permitted for

  • Attending an in-person court hearing
  • Meeting with the probation officer, or
  • Meeting with the court clerk for an in-person business

If the court visitors exceed the allowed limit, the court will give priority to

  • People with an emergency case
  • People that are participating in a scheduled in-person hearing
  • People that have a scheduled meeting with the probation officer
  • People that have an appointment within the courthouse

Every person granted access to the courthouse is required to follow COVID-19 guidelines.

Northeast Housing Court

The Northeast Housing Court - Lawrence Session has jurisdiction over eviction cases, small claims cases and breach of contract relating to residential housing, civil actions involving the health and safety of a residential building occupant, and so on. The court also has criminal jurisdiction over the enforcement of building codes, and local ordinances that regulate housing. The court recorded 52 criminal cases in 2019

The Lawrence Juvenile Court hears cases virtually, except delinquency and youthful offenders bench trials. However, judges also have the discretion to hear some cases in person if necessary.
